On December 21, 2020, PJSC Tatneft put into operation Middle Distillate Hydrotreating Unit at the Refinery and Petrochemical Plants Complex of JCS TANECO.

The solemn start-up of the new production facility took place in the central control room of the TANECO Refinery Complex with participation of Mr. Rustam Minnekhanov, President of the Republic of Tatarstan, Mr. Nail Maganov, General Director of PJSC TATNEFT, Mr. Aydar Metshin, Head of Nizhnekamsk Municipal District.

Middle Distillate Hydrotreatment Unit (GOSD) is intended for the annual processing of 3.7 mln tonnes of feedstock (straight-run kerosene and diesel fractions, cracked distillate fractions). The GOSD commissioning will increase the annual production output of diesel fuel in compliance with the environmental standards for Euro-6 engines from 4 to 7.6 mln tonnes. The production of jet fuel will increase by 350 thousand tonnes and achieve 1 mln tonnes per year. Along with the target products, the unit will produce naphtha (feedstock for petrochemistry). 

The hydrotreatment technology minimizes the content of sulfur and aromatics to the level of up-to-date international standards; this extends the life of a vehicle and reduces the amount of atmospheric emissions.

The construction of Middle Distillate Hydrotreating Unit with a feedstock capacity of 3700 kty at the JSC TANECO Refinery and Petrochemical Plants Complex in Nizhnekamsk started in 2017. The responsibility for the Unit construction has been undertaken by the EPC Contractor, the Orgneftekhim-Holding Group of Companies, the design works were conducted by OOO Orgneftekhimproekt that is in the Holding Group of Companies.

The Orgneftekhim-Holding Group of Companies was entrusted with a task to implement the complete EPC Contract on a turnkey basis: from the design to practical implementation (the development of the design and detailed documentation, technical designs for nonstandard equipment, manufacturing and procurement of process equipment, and technical support of the equipment at all stages of manufacturing, construction and installation activities, including with the application of a unique equipment, commissioning).

In 2017, the Contract was signed, and the design and cost estimate documentation was developed and submitted for the state expert review in three months.

In 2018, the positive conclusion of FAU Glavgosexpertiza of Russia was received with respect to the design documentation and the results of engineering surveys for a capital construction facility, Middle Distillate Hydrotreating Unit, and construction activities were started. 

In 2019, construction and installation works on piling and zero-cycle foundations were completed.  80% of steel structure installation works were executed. 125 of 187 units of major process equipment were installed. Process piping installation was started. 98% of the total amount of materials and equipment for the facility completing was contracted for; more than 100 bidding procedures for materials and equipment procurement were conducted.  92% of major process equipment, 65% of materials to complete pipelines, more than 10 000 m3 of concrete and inert materials was delivered to the construction site, more than 30 000 m of pipes and 10 000 pcs of piping components were put through the incoming inspection.

The installation of:

  • Reactor R0201 Kerosene Hydrotreatment Reactor;
  • Reactor R0101 Pre-treatment Reactor;
  • Reactor R0102 Diesel Hydrotreatment Reactor

has been successfully completed.

In 2020, construction and installation activities were completed and commissioning works package was started. As the result, 187 units of major equipment, 9405 tonnes of steel structures, 24357 m3 of concrete, 2448 tonnes of RC structures, 67265 m of pipelines and 812000 m of cable were installed.

The construction of the Unit at TANECO has become an important representative project for the ONH-Holding Group of Companies that can also be used further at the other plants with the lowest investments and maximum effectiveness.

One of the key parameters of projects implementation within the EPC Contracts, which became a vital need for Russian companies, is digitalization. The results of ONH-Holding Group of Companies performance are its own unique software products and inventions.

First of all, this is 3D-design, which includes three-dimensional models of all the equipment, panoramic pictures, geodetic tests, detailed characteristics of objects, as well as the documentation. Such detailed visualization allows analyzing the potential drawbacks in the design well ahead of the commencement of construction.

EPC Contractor undertakes all project risks and shall arrange the interaction process between all parties involved in the construction in the most efficient manner. For this purpose, the Group of Companies has developed and successfully implemented its own EPC-basis platform, where all participants of the process, including a design contractor, an equipment vendor, a general contractor, subcontractors and customer's representatives interact on a real time basis. Meanwhile, the system is under background monitoring. This can be either computerized monitoring or different services of the customer, bank or project owner. Specifications are automatically uploaded to the system based on the domestically-developed platform 1C, all operations to select equipment and components are carried-out, the contract signing is recorded, equipment manufacturing and delivery is monitored, and afterwards, the equipment is released to each subcontractor for installation. Slippage in the deadlines of activities implementation is prevented by a fixed schedule, in case of its delay the system notifies all the senior officers by bringing information to the senior officer or directly to the customer.

This Unit is the compilation of all the best practices of specialists in the ONH-Holding Group of Companies accumulated in the Republic of Tatarstan.
